FSMA Already Late for 2012 Deadlines
January 2012 marked the 1-year anniversary of
President Barack Obama’s signing into law the Food Safety
Modernization Act (FSMA). One of the key implementation
dates from the FSMA was January 4, 2012, when certain
significant steps were to have been taken by the U.S. Food
and Drug Administration (FDA), including the following:
updated Good Agricultural Practices guidance for fresh
produce; guidance related to intentional adulteration of food
and mitigation strategies; designation of “high-risk foods” for
which additional record keeping would be required; designation
of five “Food Safety Centers of Excellence” to respond to
outbreaks; grocery store recall-posting requirements and
regulations for a foreign-supplier verification program.
While not the first time FDA has missed implementation
deadlines for new regulatory requirements, it does officially
mark the first set of missed benchmarks for 2012 related to the
FSMA.
The next due date in FSMA’s implementation timeline is
July 4 of this year, when more guidance documents are due
from FDA concerning traceability and tracking, consumer
information reporting and a third-party auditing program.

GHI Newsletter Available
In an attempt to eliminate hurdles and impediments
to scientific advancement in food technology, the Global
Harmonization Initiative (GHI) promotes the harmonization of
food safety regulations and legislation. GHI’s objectives are to
facilitate discussion, globally, of the scientific
issues that buttress the decisions
made by individual governments and
international regulatory bodies in order
to achieve scientific consensuses on
such issues. By way of accomplishing this goal, the fourth
issue of the GHI newsletter can be downloaded at www.
globalharmonization.net/newsletter_issue_4. The GHI and
its Working Groups anticipate that elimination of regulatory
differences will make it more attractive for the private sector
to invest in food safety and R&D, consequently strengthening
the competitiveness of each nation’s food industry and of
the industries supplying the food sector. Harmonizing global
regulations will aid in the uptake and application of new
technologies as well as encourage the food industry to invest
in technologies to ensure the safety and quality of the food
supply for consumers. (continued on page 70)
